  1.1                          A bill for an act 
  1.2             relating to public safety; establishing a grant 
  1.3             program; appropriating money. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [SEXUAL ASSAULT RESPONSE TEAMS.] 
  1.6      Subdivision 1.  [GRANT PROGRAM ESTABLISHED.] The department 
  1.7   of public safety, through the center for crime victim services 
  1.8   and in consultation with the sexual assault advisory council, 
  1.9   shall make grants under this section to counties or groups of 
  1.10  counties to establish sexual assault multidisciplinary action 
  1.11  response teams.  The response teams shall be responsible for 
  1.12  developing interagency protocols following the eight-step 
  1.13  process developed as the Minnesota model sexual assault response 
  1.14  protocol.  Response teams work in collaboration with the sexual 
  1.15  violence justice institute of the Minnesota coalition against 
  1.16  sexual assault. 
  1.17     Subd. 2.  [MEMBERSHIP.] Sexual assault action response 
  1.18  teams must include: 
  1.19     (1) a chief law enforcement officer or designee; 
  1.20     (2) a county attorney or designee; 
  1.21     (3) a victim's advocate; and 
  1.22     (4) a medical evidentiary exam provider. 
  1.23  Additional representation may include, but is not limited to:  
  1.24  mental health professionals, representatives from institutions 
  2.1   of higher learning, representatives from district court 
  2.2   administration, representatives from corrections agencies, 
  2.3   clergies, and community-based agencies providing services to 
  2.4   victims of sexual assault. 
  2.5      Subd. 3.  [GRANT DISTRIBUTION.] The executive director of 
  2.6   the center for crime victim services shall award up to ten 
  2.7   grants in a manner that attempts to ensure statewide 
  2.8   distribution of sexual assault action response teams. 
  2.9      Sec. 2.  [APPROPRIATION.] 
  2.10     $250,000 is appropriated for the fiscal year ending June 
  2.11  30, 2002, and $250,000 is appropriated for the fiscal year 
  2.12  ending June 30, 2003, from the general fund to the commissioner 
  2.13  of public safety for the purposes of section 1.  Of this 
  2.14  appropriation, $75,000 each year is for technical assistance and 
  2.15  training services provided by the sexual violence justice 
  2.16  institute of the Minnesota coalition against sexual violence.  
  2.17  To receive state funds, grantees must provide 25 percent match.  
  2.18  The match may include in-kind services.
