A bill for an act
relating to human services; providing for rate increases for direct support services
providers; appropriating money for training of direct support services providers.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) If the labor agreement between the state of Minnesota and the Service Employees
International Union Healthcare Minnesota under Minnesota Statutes, section 179A.54, is
approved pursuant to Minnesota Statutes, sections 3.855 and 179A.22, the commissioner
of human services shall increase reimbursement rates, individual budgets, grants, or
allocations by 1.53 percent for services provided on or after July 1, 2015, and by an
additional 0.2 percent for services provided on or after July 1, 2016, to implement the
minimum hourly wage and paid time off provisions of that agreement.

(b) The rate changes described in this section apply to direct support services
provided through a covered program, as defined in Minnesota Statutes, section 256B.0711,
subdivision 1.

$250,000 in fiscal year 2017 is appropriated from the general fund to the
commissioner of human services for training of individual providers of direct support
services as defined in Minnesota Statutes, section 256B.0711, subdivision 1. These
appropriations are added to the base. These appropriations are not available until the labor
agreement between the state of Minnesota and the Service Employees International Union
Healthcare Minnesota under Minnesota Statutes, section 179A.54, is approved pursuant to
Minnesota Statutes, sections 3.855 and 179A.22.
