A bill for an act
relating to energy; appropriating money to upgrade an existing high-voltage direct
current transmission line from North Dakota to Minnesota.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $25,000,000 in fiscal year 2024 is appropriated from the general fund to the commissioner
of commerce for a grant to an investor-owned electric utility that has at least 50,000 retail
electric customers, but no more than 200,000 retail electric customers, to increase the
capacity and improve the reliability of an existing high-voltage direct current transmission
line that runs between North Dakota and Minnesota. This is a onetime appropriation and is
for the match requirement for the formula and discretionary grant programs enacted in the
federal Infrastructure Investment and Jobs Act, Public Law 117-58.
