A bill for an act
relating to capital investment; appropriating money for The Black Gate.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; THE BLACK GATE.

new text begin $3,000,000 in fiscal year 2024 is appropriated from the general fund to the commissioner
of employment and economic development for a grant to The Black Gate for entitlement,
construction, fixtures, furnishing, and equipment of a new facility in St. Paul. The Black
Gate will create a multi-family artist residence, studio space, and community archive and
library to preserve and make accessible the works of Black artists. This appropriation is not
available until the commissioner of management and budget determines that the funds to
complete the project as planned are accessible to The Black Gate. This is a onetime
appropriation and is available until June 30, 2026.
