  1.1                          A bill for an act
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article XIII, section 3; changing the number of 
  1.4             members of the University of Minnesota board of 
  1.5             regents; amending Minnesota Statutes 1996, section 
  1.6             137.024. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8                              ARTICLE 1
  1.9      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.10     An amendment to the Minnesota Constitution is proposed to 
  1.11  the people.  If the amendment is adopted, article XIII, section 
  1.12  3, will read: 
  1.13     Sec. 3.  Notwithstanding Laws 1851, chapter 3, the board of 
  1.14  regents shall be composed of 15 members.  Except for the number 
  1.15  of members as provided in this section, all the rights, 
  1.16  immunities, franchises and endowments heretofore granted or 
  1.17  conferred upon the University of Minnesota are perpetuated unto 
  1.18  the university. 
  1.19     Sec. 2.  [SUBMISSION TO VOTERS.] 
  1.20     The proposed amendment shall be submitted to the people at 
  1.21  the 1998 general election.  The question submitted shall be: 
  1.22     "Shall the Minnesota Constitution be amended to change the 
  1.23  number of members of the board of regents of the University of 
  1.24  Minnesota from 12 to 15 members? 
  1.25                                     Yes .......
  1.26                                     No ........"
  2.1                              ARTICLE 2
  2.2      Section 1.  Minnesota Statutes 1996, section 137.024, is 
  2.3   amended to read: 
  2.4      137.024 [CONGRESSIONAL DISTRICTS REPRESENTED ON BOARD OF 
  2.5   REGENTS.] 
  2.6      At least one member of the board of regents of the 
  2.7   university shall be a resident of each congressional district. 
  2.8   The board of regents shall consist of 15 members.  Eight members 
  2.9   shall represent the state's congressional districts with one 
  2.10  residing in each district.  Seven members shall represent the 
  2.11  state at large, including the student member elected under 
  2.12  section 137.023. 
  2.13     Sec. 2.  [ADDITION OF NEW MEMBERS.] 
  2.14     In order to provide at least two at-large regent seats at 
  2.15  each election, one of the new at-large positions shall be added 
  2.16  to the 1999 regent election and two shall be added to the 2003 
  2.17  election. 
  2.18     Sec. 3.  [EFFECTIVE DATE.] 
  2.19     This article is effective upon approval of the 
  2.20  constitutional amendment in article 1.
