  1.1                          A bill for an act 
  1.2             relating to education; providing for a statewide youth 
  1.3             athletic program; appropriating money; amending Laws 
  1.4             1998, chapter 398, article 5, section 45. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Laws 1998, chapter 398, article 5, section 45, 
  1.7   is amended to read: 
  1.8      Sec. 45.  [YOUTH ATHLETIC DEMONSTRATION PROGRAM.] 
  1.9      (a) A demonstration youth athletic grant program through 
  1.10  special school district No. 1, Minneapolis, and the Minneapolis 
  1.11  park and recreation board is established for children ages seven 
  1.12  to 14 at Waite Park school.  The goal of the demonstration 
  1.13  program is to develop a neighborhood-based athletic program that 
  1.14  teaches sports fundamentals to students that will lead to their 
  1.15  participation in high school level athletics.  The program shall 
  1.16  be year-round and shall require both in-school and after-school 
  1.17  participation by students.  A student who satisfactorily 
  1.18  completes the program curriculum shall receive secondary course 
  1.19  credit and the credit shall count towards the student's 
  1.20  graduation requirements consistent with Minnesota Statutes, 
  1.21  section 126.83 120B.16. 
  1.22     (b) The program shall be established at Waite Park school 
  1.23  in Minneapolis schools in communities where the a school 
  1.24  facility and a community park and recreation facility are 
  1.25  jointly located and where the school district has established a 
  2.1   neighborhood-based school for enrollment purposes.  The school 
  2.2   district and the community park and recreation board department 
  2.3   shall recruit at-risk students and those students who have not 
  2.4   participated in current after-school park programs to 
  2.5   participate in the demonstration project program. 
  2.6      (c) The program funds shall be used for recreational 
  2.7   professionals at the park board to coordinate the 
  2.8   program between local recreational professionals and licensed 
  2.9   teachers employed in the district;, provide internships for 
  2.10  students at the University of Minnesota, Augsburg College, or 
  2.11  other post-secondary institutions to work in the program;, 
  2.12  retain master coaches to train coaches;, pay transportation 
  2.13  costs; and facilities' costs;, and provide assistance to 
  2.14  neighborhood park athletic councils.  
  2.15     (d) The school district and the park board shall report to 
  2.16  the commissioner of children, families, and learning on the 
  2.17  outcome of the program.  Up to $10,000 of the appropriation in 
  2.18  section 38, subdivision 2, may be used for the planning of a 
  2.19  multipurpose community education and recreation center at a 
  2.20  northeast park adjacent to a northeast school.  The commissioner 
  2.21  shall report to the education committees of the legislature on 
  2.22  the program and the advisability of creating a statewide program 
  2.23  by March 15, 1999.  To obtain a grant for a neighborhood-based 
  2.24  athletic program, an applicant must submit an application to the 
  2.25  commissioner of children, families, and learning in the form and 
  2.26  manner established by the commissioner.  The commissioner may 
  2.27  award grants to applicants who meet the requirements of this 
  2.28  section.  The grants must be evenly distributed throughout the 
  2.29  state.  A school district or community may not receive more than 
  2.30  20 percent of the total of all grants awarded under this section 
  2.31  in one year. 
  2.32     Sec. 2.  [APPROPRIATION.] 
  2.33     Subdivision 1.  [DEPARTMENT OF CHILDREN, FAMILIES, AND 
  2.34  LEARNING.] The sum indicated in this section is appropriated 
  2.35  from the general fun to the department of children, families, 
  2.36  and learning for the fiscal year designated. 
  3.1      Subd. 2.  [YOUTH ATHLETIC DEMONSTRATION PROGRAM.] For a 
  3.2   grant to establish a youth athletic program under section 1: 
  3.3        $10,000,000    .....     2000 
  3.4      This appropriation is available until June 30, 2001. 
  3.5      Sec. 3.  [REVISOR INSTRUCTION.] 
  3.6      In the next and subsequent editions of Minnesota Statutes, 
  3.7   the revisor of statutes shall codify section 1 as Minnesota 
  3.8   Statutes, section 124D.335.
