  1.1                          A bill for an act 
  1.2             relating to health and human services; providing 
  1.3             funding for the Center for Victims of Torture; 
  1.4             appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [THE CENTER FOR VICTIMS OF TORTURE; 
  1.7   APPROPRIATION.] 
  1.8      $450,000 is appropriated from the general fund to the 
  1.9   commissioner of human services for the fiscal year ending June 
  1.10  30, 2002, for a grant to the Center for Victims of Torture.  The 
  1.11  grant is to be used to conduct continuing education and training 
  1.12  of health care and human service workers on how to identify 
  1.13  torture survivors, provide appropriate care and make referrals, 
  1.14  and to establish a network of care providers who will offer pro 
  1.15  bono services for survivors of politically motivated torture.  
  1.16  This is a one-time appropriation requiring a one-to-one, 
  1.17  nonstate, in-kind match, and is available until expended.
