  1.1                          A bill for an act 
  1.2             relating to courts; requesting the supreme court to 
  1.3             establish a task force to develop a plan for 
  1.4             implementation of a state-funded central office for 
  1.5             certain court-appointed civil counsel.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [COURT-APPOINTED CIVIL COUNSEL OFFICE; 
  1.8   IMPLEMENTATION PLAN.] 
  1.9      The supreme court is requested to establish a task force to 
  1.10  develop a plan for implementation of a court-appointed civil 
  1.11  counsel office.  The plan must include state funding and central 
  1.12  administration for: 
  1.13     (1) all functions of court-appointed counsel in civil 
  1.14  commitment cases involving sexually dangerous persons and sexual 
  1.15  psychopathic personalities; and 
  1.16     (2) appellate functions for court-appointed counsel in 
  1.17  juvenile protection matters.  
  1.18     The plan may include other functions identified by the task 
  1.19  force.  The plan must address the funding, budget, and 
  1.20  administration of the office.  The supreme court is requested to 
  1.21  report to the legislature by January 15, 2003, with the 
  1.22  implementation plan.
