  1.1                          A bill for an act 
  1.2             relating to insurance; permitting service cooperatives 
  1.3             to provide group health coverage to private employers; 
  1.4             proposing coding for new law in Minnesota Statutes, 
  1.5             chapter 123A. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [123A.251] [HEALTH COVERAGE FOR PRIVATE 
  1.8   EMPLOYERS; SERVICE COOPERATIVES.] 
  1.9      A service cooperative organized under section 123A.21 may 
  1.10  create and manage one or more group health coverage pools for 
  1.11  private employers.  A pool may be either fully insured or 
  1.12  self-insured.  The service cooperative must not cover public 
  1.13  employers and private employers in the same pool.  The service 
  1.14  cooperative and the pool must comply with all state and federal 
  1.15  laws that apply to the type of pool involved, including section 
  1.16  62L.045 and chapter 62H.  A pool authorized under this section 
  1.17  must permit sale of its products by insurance producers, as 
  1.18  defined in section 60K.31, who are licensed to sell health 
  1.19  insurance in this state. 
  1.20     Sec. 2.  [EFFECTIVE DATE.] 
  1.21     Section 1 is effective the day following final enactment.
