  1.1                          A bill for an act 
  1.2             relating to violence prevention; authorizing programs 
  1.3             for providers in the sexual violence and prevention 
  1.4             education fields; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [EARLY AGE TREATMENT PROGRAMS.] 
  1.7      The Institute for Child and Adolescent Sexual Health shall 
  1.8   conduct a statewide survey of early age treatment programs and 
  1.9   shall use the survey results to create a directory for 
  1.10  professionals to aid children and families in need of early age 
  1.11  treatment services.  The directory must include: 
  1.12     (1) survey findings; 
  1.13     (2) program descriptions; 
  1.14     (3) services provided; 
  1.15     (4) targeted populations; 
  1.16     (5) payment sources; 
  1.17     (6) access to services; 
  1.18     (7) geographic area served; 
  1.19     (8) program strengths; and 
  1.20     (9) staff qualifications and educational support.  
  1.21     Sec. 2.  [NETWORK EXPANSION.] 
  1.22     The Institute for Child and Adolescent Sexual Health shall 
  1.23  expand the network process among those who work with sexual 
  1.24  abusers, those who work with victims of sexual aggression, and 
  1.25  those who provide prevention-oriented education.  This expansion 
  2.1   must include: 
  2.2      (1) increased size and usage of the Resource Center/Public 
  2.3   Information Service; and 
  2.4      (2) creation of a referral service for information on 
  2.5   sexual health promotion and sexual violence prevention, 
  2.6   specifically targeted toward child and adolescent populations. 
  2.7      The expanded network must be designed to resolve gaps and 
  2.8   obstacles in the delivery of services to those children affected 
  2.9   by sexual aggression. 
  2.10     Sec. 3.  [APPROPRIATION.] 
  2.11     $150,000 is appropriated in fiscal year 1998 and $100,000 
  2.12  is appropriated in fiscal year 1999 from the general fund to the 
  2.13  commissioner of health for distribution to the Institute for 
  2.14  Child and Adolescent Sexual Health for the projects described in 
  2.15  sections 1 and 2.
