  1.1                          A bill for an act
  1.2             relating to the legislature; requiring rules of 
  1.3             procedure to ensure equal representation; proposing an 
  1.4             amendment to the Minnesota Constitution, article IV, 
  1.5             section 7. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.8      An amendment to the Minnesota Constitution, article IV, 
  1.9   section 7, is proposed to the people.  If the amendment is 
  1.10  adopted, the section will read as follows: 
  1.11     Sec. 7.  Each house may determine the rules of its 
  1.12  proceedings, sit upon its own adjournment, punish its members 
  1.13  for disorderly behavior, and with the concurrence of two-thirds 
  1.14  expel a member; but no member shall be expelled a second time 
  1.15  for the same offense.  The rules of proceedings must provide for 
  1.16  equal access and equal representation regardless of party 
  1.17  designation for representatives of the different sections of the 
  1.18  state.  The rules shall provide any powers of control to the 
  1.19  majority or minority group in proportion to the representation 
  1.20  of members in that group.  
  1.21     Sec. 2.  [SUBMISSION TO VOTERS.] 
  1.22     The amendment proposed by section 1 must be submitted to 
  1.23  the people at the 1996 general election.  The question submitted 
  1.24  shall be: 
  1.25     "Shall the Minnesota Constitution be amended to require 
  2.1   that the procedural rules of the legislature must provide for 
  2.2   equal access and equal representation regardless of party 
  2.3   designation for representatives of the different sections of the 
  2.4   state.
