A bill for an act
relating to motor vehicles; authorizing issuance of
special Kids First license plates; appropriating
money; proposing coding for new law in Minnesota
Statutes, chapter 168.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The registrar shall issue
special Kids First license plates to an applicant who:

(1) is an owner or joint owner of a passenger automobile,
pickup truck, or van;

(2) pays a fee of $10 to cover the costs of handling and
manufacturing the plates;

(3) pays the registration tax required under section
168.013;

(4) pays the fees required under this chapter;
new text end

(5) pays an additional annual nonrefundable contribution of
not less than $30 to the Kids First account established under
subdivision 5 and designates on the license plate application
the school district for which the contribution is intended; and

(6) complies with laws and rules governing registration and
licensing of vehicles and drivers.

The commissioner, in consultation with
the commissioner of education, shall design a special Kids First
license plate that features a school-related design. The design
is not subject to section 168.1291.

Notwithstanding section
168.12, subdivision 1, on payment of a transfer fee of $5,
plates issued under this section may be transferred to another
passenger automobile, pickup truck, or van owned or jointly
owned by the person to whom the special plates were issued.

The fees collected under this
section must be deposited in the state treasury and credited to
the highway user tax distribution fund. The fees collected
under this section do not include the contributions collected
for the Kids First account.

A Kids First
account is established in the state treasury. The commissioner
shall deposit all contributions received under subdivision 1,
clause (5), into the account. Money in the account is
appropriated to the commissioner for distribution to school
districts as indicated on license plate applications under that
clause.

The commissioner
shall not issue license plates under this section until section
168.1293, subdivision 2, has been complied with, except that for
purposes of paragraph (b) of that subdivision, the deadline for
submission of information is September 15, 2005. Issuance and
renewal of license plates under this section are subject to
section 168.1293, subdivision 5.
