A bill for an act
relating to human rights; requiring captioning on all televisions and audiovisual
display equipment used to communicate with the public; proposing coding for
new law in Minnesota Statutes, chapter 363A.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Each place of public accommodation located within the state must enable open
captioning on any television or other audiovisual display capable of captioning at all times
that it uses television or other audiovisual displays to provide information or entertainment
to the public. The captions must be high-contrast to the extent feasible. Whenever a place
of public accommodation acquires a new television or audiovisual display technology, it
must acquire one with high-contrast captioning capability.
