  1.1                          A bill for an act 
  1.2             relating to crime; establishing a pilot project in 
  1.3             Dakota county to implement and study community justice 
  1.4             zones; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [PILOT PROJECT FOR COMMUNITY JUSTICE ZONE IN 
  1.7   DAKOTA COUNTY.] 
  1.8      Subdivision 1.  [PILOT PROJECT ESTABLISHED.] Dakota county 
  1.9   is authorized to establish a community justice zone pilot 
  1.10  project. 
  1.11     Subd. 2.  [PROGRAM DESIGN AND IMPLEMENTATION.] Dakota 
  1.12  county shall select two or three communities within Dakota 
  1.13  county as sites for the pilot project.  Within each community 
  1.14  selected, the Dakota county department of community corrections 
  1.15  shall identify organizations to serve as partners in the 
  1.16  development of the community justice zone.  The partner 
  1.17  organizations shall include schools, social service agencies, 
  1.18  law enforcement agencies, city officials, housing 
  1.19  representatives, community groups, and faith communities.  The 
  1.20  department shall meet with representatives of the partner 
  1.21  organizations to identify common values and to adopt an action 
  1.22  plan.  The action plan may include any or all of the following: 
  1.23     (1) community forums with criminal justice system 
  1.24  representatives; 
  1.25     (2) community notification and involvement in prison 
  2.1   release cases; 
  2.2      (3) development of a criminal justice team with a community 
  2.3   prosecutor, local police officers, and probation officers; 
  2.4      (4) a prosecutor outreach program in designated community 
  2.5   schools; 
  2.6      (5) support circles for supervised release offenders; 
  2.7      (6) probation and police teams; 
  2.8      (7) expansion of circle sentencing and development of 
  2.9   guidelines for circle sentencing; 
  2.10     (8) probation officers working out of police stations; 
  2.11     (9) peace officer and probation officer ride-along 
  2.12  programs; 
  2.13     (10) expansion of school-based probation; and 
  2.14     (11) crime prevention outreach through local cable 
  2.15  television and other media outlets. 
  2.16     Subd. 3.  [REPORT.] Dakota county shall report to the house 
  2.17  and senate committees responsible for criminal justice policy by 
  2.18  January 15, 2001, with an evaluation of the project and 
  2.19  recommendations for implementation in other jurisdictions. 
  2.20     Sec. 2.  [APPROPRIATION.] 
  2.21     $550,000 is appropriated from the general fund to Dakota 
  2.22  county for the biennium ending June 30, 2001, for the purpose of 
  2.23  carrying out section 1.
