  1.1                          A bill for an act 
  1.2             relating to education; appropriating money for a 
  1.3             community-based school program in independent school 
  1.4             district No. 625, St. Paul. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [ST. PAUL COMMUNITY-BASED SCHOOL PROGRAM; 
  1.7   APPROPRIATION.] 
  1.8      $....... in fiscal year 1998 is appropriated from the 
  1.9   general fund to the commissioner of children, families, and 
  1.10  learning for a grant to independent school district No. 625, St. 
  1.11  Paul, for the establishment and operation of a community-based 
  1.12  school program.  The purpose of the program is to improve 
  1.13  student achievement and to provide an integrated set of 
  1.14  academic, health, social, and recreational support services 
  1.15  year-round, and for an extended day to children, families, and 
  1.16  the community. 
  1.17     Independent school district No. 625 shall collaborate with 
  1.18  the city of St. Paul; Ramsey county; the commissioner of 
  1.19  children, families, and learning; and a nonprofit operating 
  1.20  foundation located in St. Paul to establish and operate the 
  1.21  program.  Before implementing the program, the district must 
  1.22  submit the following to the commissioner: 
  1.23     (1) the name and address of the school or schools to be 
  1.24  community-based schools; 
  1.25     (2) the grade levels and number of students to be served; 
  2.1      (3) general demographic characteristics of the area and 
  2.2   students to be served; 
  2.3      (4) the education curriculum and other programs to be 
  2.4   offered; 
  2.5      (5) the goals of the school and the means to measure 
  2.6   student achievement; 
  2.7      (6) a budget and operating plan, at least including the 
  2.8   governing structure and commitments by the city, county, and 
  2.9   foundation to the program; and 
  2.10     (7) documentation of community support. 
  2.11     This money may also be used to remodel, renovate, and 
  2.12  repair buildings used for a community-based school program.  
  2.13  This appropriation is available until June 30, 1999. 
  2.14     Sec. 2.  [EFFECTIVE DATE.] 
  2.15     Section 1 is effective the day following final enactment.
