relating to education finance; authorizing grants to improve students' digital
technology skills and support digital learning; appropriating money.

appropriated from the general fund to the Department of Education in the fiscal years
designated.

(a) For a grant to a nonprofit organization to expand
opportunities for high school students to develop digital technology skills:

(b) The grant recipient must use grant funds to encourage student participation in a
digital technology skills program, create student fellowships, provide hands-on opportunities,
and develop a digital technology curriculum for its programming that can be shared and
replicated by other programs. Programming may be offered after regular school hours, on
weekends, and during the summer.

(c) A grant applicant must submit to the commissioner of education a description of the
program's goals and strategies consistent with the evidence-based grant requirements of
Minnesota Statutes, section 127A.20. The grant recipient must submit a preliminary report
on the program's status on January 15, 2024, and submit a final report consistent with
Minnesota Statutes, section 127A.20.

hands-on experience to build social-emotional learning skills, adult mentoring, and to create
opportunities for students to explore career and vocational options through internships and
mentorships. Programming may be offered after regular school hours, on weekends, and
during the summer.

program's goals and strategies consistent with the evidence-based grant requirements of
Minnesota Statutes, section 127A.20. The grant recipient must submit a preliminary report
