  1.1                          A bill for an act 
  1.2             relating to education; requesting a development plan 
  1.3             for a polytechnic institute at the Rochester campus. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [POLYTECHNIC INSTITUTE PLAN.] 
  1.6      The board of trustees of Minnesota state colleges and 
  1.7   universities and the board of regents of the University of 
  1.8   Minnesota are requested to enter into a partnership agreement 
  1.9   for the implementation of a development plan, including 
  1.10  programs, costs, and facilities needs by July 1, 1996, for an 
  1.11  integrated polytechnic institute under a single administration 
  1.12  at the Rochester campus. 
  1.13     The agreement shall stipulate how decisions regarding 
  1.14  course and program offerings at the campus will be appropriately 
  1.15  determined by the board of trustees and the board of regents.  
  1.16  Course and program offerings that do not fit the polytechnic 
  1.17  mission may be discontinued or relocated to other campuses under 
  1.18  the jurisdiction of the board of trustees of Minnesota state 
  1.19  colleges and universities. 
  1.20     Two-year academic and technical certificates and degrees, 
  1.21  four-year degrees, and postgraduate degrees shall continue to be 
  1.22  available. 
  1.23     Under the agreement, the board of trustees of Minnesota 
  1.24  state colleges and universities shall have responsibility for 
  2.1   all two-year academic and technical offerings, and may continue 
  2.2   with upper division and postgraduate offerings.  The board of 
  2.3   regents is requested, upon implementation of the development 
  2.4   plan, to assume responsibility for upper division and 
  2.5   postgraduate course offerings.  In addition, the board of 
  2.6   regents is requested to appoint the chancellor for this campus 
  2.7   to provide administration and management.
