  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution 
  1.3             by adding a section to article XI; providing a 
  1.4             constitutional limit on public employment. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.7      An amendment to the Minnesota Constitution, adding a 
  1.8   section to article XI, is proposed to the people.  If the 
  1.9   amendment is adopted, the section will read as follows: 
  1.10     Sec. 15.  In 1998 and thereafter, the total number of 
  1.11  persons employed by the departments and agencies of the state 
  1.12  and the local government units of the state, including the 
  1.13  school districts, may not exceed in any year the number that is 
  1.14  in the same proportion to the total number of persons employed 
  1.15  in the state in that year as the proportion produced by the 
  1.16  numbers of persons so employed in 1996. 
  1.17     Sec. 2.  [QUESTION.] 
  1.18     The amendment shall be submitted to the people at the 1996 
  1.19  general election.  The question proposed shall be: 
  1.20     "Shall the Minnesota Constitution be amended to impose a 
  1.21  constitutional limit on the number of public employees? 
  1.22                                     Yes .......
  1.23                                     No ........"
