A bill for an act
relating to crime prevention; providing for a youth development and crime
prevention program; appropriating money.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) $140,250 in fiscal year 2016 and $140,250 in fiscal year 2017 are appropriated
from the general fund to the commissioner of employment and economic development, in
consultation with the commissioner of education, to fund a youth development and crime
prevention program designed to help young people newly arrived in Minnesota from
outside the United States integrate into school and community life in central Minnesota,
consistent with paragraph (b).

(b) The youth development and crime prevention program provider must:

(1) provide the young people with mentors to help them develop positive
relationships in school, make sufficient educational progress, and participate in school
activities, and thereby avoid gang membership or recruitment by radical groups; and

(2) organize and supervise summer sports activities, special events and celebrations,
and other events for young people while fostering young people's leadership abilities,
organizational skills, and sense of civic engagement with the local community through
volunteering and other activities.
