  1.2             relating to the environment; extending the expiration 
  1.3             date of the solid waste council and the prevention, 
  1.4             reduction, and recycling advisory council; amending

  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 15.059, 
  1.9   subdivision 5a, is amended to read: 
  1.10     Subd. 5a.  [LATER EXPIRATION.] Notwithstanding subdivision 
  1.11  5, the advisory councils and committees listed in this 
  1.12  subdivision do not expire June 30, 1997.  These groups expire 
  1.13  June 30, 2001, unless the law creating the group or this 
  1.14  subdivision specifies an earlier expiration date. 
  1.15     Investment advisory council, created in section 11A.08; 
  1.16     Intergovernmental information systems advisory council, 
  1.17  created in section 16B.42, expires June 30, 1999;

  4.27     Sec. 2.  Minnesota Statutes 2000, section 115A.12, is 
  4.28  amended to read: 
  4.29     115A.12 [ADVISORY COUNCILS.] 
  4.30     (a) The director shall establish a solid waste management 
  4.31  advisory council and a prevention, reduction, and recycling 
  4.32  advisory council that are broadly representative of the 
  4.33  geographic areas and interests of the state.  
  4.34     (b) The solid waste council shall have not less than nine 
  4.35  nor more than 21 members.  The membership of the solid waste 
  4.36  council shall consist of one-third citizen representatives, 
  5.1   one-third representatives from local government units, and 
  5.2   one-third representatives from private solid waste management 
  5.3   firms.  The solid waste council shall contain at least three 
  5.4   members experienced in the private recycling industry and at 
  5.5   least one member experienced in each of the following areas:  
  5.6   state and municipal finance; solid waste collection, processing, 
  5.7   and disposal; and solid waste reduction and resource recovery. 
  5.8      (c) The prevention, reduction, and recycling advisory 
  5.9   council shall have not less than nine nor more than 24 members.  
  5.10  The membership shall consist of one-third citizen 
  5.11  representatives, one-third representatives of government, and 
  5.12  one-third representatives of business and industry.  The 
  5.13  director may appoint nonvoting members from other environmental 
  5.14  and business assistance providers in the state. 
  5.15     (d) The chairs of the advisory councils shall be appointed 
  5.16  by the director.  The director shall provide administrative and 
  5.17  staff services for the advisory councils.  The advisory councils 
  5.18  shall have such duties as are assigned by law or the director.  
  5.19  The solid waste advisory council shall make recommendations to 
  5.20  the office on its solid waste management activities.  The 
  5.21  prevention, reduction, and recycling advisory council shall make 
  5.22  recommendations to the office on policy, programs, and 
  5.23  legislation in pollution prevention, waste reduction, reuse and 
  5.24  recycling, resource conservation, and the management of 
  5.25  hazardous waste.  Members of the advisory councils shall serve 
  5.26  without compensation but shall be reimbursed for their 
  5.27  reasonable expenses as determined by the director.  The solid 
  5.28  waste management advisory council and the prevention, reduction, 
  5.29  and recycling advisory council expire June 30, 2001 2003. 
  5.30     Sec. 3.  [EFFECTIVE DATE.] 
  5.31     Sections 1 and 2 are effective June 30, 2001.
