  1.1                          A bill for an act 
  1.2             relating to wild animals; directing the department of 
  1.3             natural resources to develop a gray wolf management 
  1.4             plan. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [GRAY WOLF MANAGEMENT PLAN.] 
  1.7      Subdivision 1.  The department of natural resources shall 
  1.8   develop a comprehensive management plan for the Minnesota gray 
  1.9   wolf, more commonly known as the timber wolf. 
  1.10     Subd. 2.  The department may request assistance from the 
  1.11  United States Department of Interior, working in cooperation to 
  1.12  assure that the plan is completed and ready for implementation 
  1.13  at such time as federal management and control of the species is 
  1.14  returned to the state. 
  1.15     Subd. 3.  The plan must contain, but is not limited to, the 
  1.16  following provisions: 
  1.17     (1) reintroduction of a breeding population in every county 
  1.18  of the state that was a part of the original presettlement range 
  1.19  of the gray wolf; 
  1.20     (2) breeding pairs must be live trapped from areas within 
  1.21  the Superior National Forest in northern Minnesota; 
  1.22     (3) provision for limited harvesting in counties where 
  1.23  predation of livestock or whitetail deer are determined by the 
  1.24  county board to be causing detrimental social or economic 
  1.25  consequences; and 
  2.1      (4) penalties for unlawful killing, not limited to 
  2.2   intentional acts of taking. 
  2.3      Subd. 4.  The commissioner shall present the completed 
  2.4   management plan to the legislature no later than December 31, 
  2.5   1997, and shall thereafter file biannual reports to the 
  2.6   legislature on the progress of the reintroduction segment of the 
  2.7   plan with 90 percent completion required within ten years of 
  2.8   implementation or the year 2010, whichever comes first.
