  1.1                          A bill for an act
  1.2             proposing an amendment to the Minnesota Constitution 
  1.3             by adding a section to article XIV; prohibiting tolls 
  1.4             on highways and bridges. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.7      An amendment to the Minnesota Constitution is proposed to 
  1.8   the people.  If the amendment is adopted, a section must be 
  1.9   added to article XIV to read: 
  1.10     Sec. 12.  The legislature may not permit any road authority 
  1.11  to collect or authorize the collection of a toll on any highway, 
  1.12  highway lane, or bridge except as provided in this section.  A 
  1.13  toll on a bridge that was being collected on January 1, 2005, 
  1.14  may continue to be collected.  A toll on a highway lane that was 
  1.15  being collected on January 1, 2005, may continue to be collected 
  1.16  until January 1, 2010. 
  1.17     Sec. 2.  [SUBMISSION TO VOTERS.] 
  1.18     The constitutional amendment proposed under section 1 must 
  1.19  be submitted to the people at the November 2004 general 
  1.20  election.  The question submitted must be: 
  1.21     "Shall the Minnesota Constitution be amended to prohibit 
  1.22  collection of tolls on bridges, highways, and highway lanes, 
  1.23  other than to allow existing bridge tolls to be collected and 
  1.24  existing highway tolls to be collected until January 1, 2010? 
  1.25                                     Yes .......
