  1.1                          A bill for an act
  1.2             relating to health; directing the commissioner of 
  1.3             health to provide grants for targeted case management, 
  1.4             outreach, and prevention services for AIDS and 
  1.5             sexually transmitted diseases; appropriating money; 
  1.6             proposing coding for new law in Minnesota Statutes, 
  1.7             chapter 145. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [145.9246] [GRANTS FOR TARGETED SERVICES; AIDS 
  1.10  AND SEXUALLY TRANSMITTED DISEASES.] 
  1.11     (a) The commissioner of health shall award a grant to any 
  1.12  eligible agency that requests grant funds to provide services to 
  1.13  persons in African-American communities who are infected, or at 
  1.14  risk of becoming infected, with AIDS or a sexually transmitted 
  1.15  disease.  To be eligible for grants under this section, an 
  1.16  agency must be nonprofit; based in the community or communities 
  1.17  to be served; experienced in addressing issues related to AIDS, 
  1.18  sexually transmitted diseases, or both; and experienced in 
  1.19  providing services in African-American communities, especially 
  1.20  in communities with high rates of infection with AIDS or 
  1.21  sexually transmitted diseases.  
  1.22     (b) An agency must use grant funds to provide case 
  1.23  management services, prevention services, outreach services, or 
  1.24  a combination of these services, targeted to persons in 
  1.25  African-American communities who are infected, or at risk of 
  1.26  becoming infected, with AIDS or a sexually transmitted disease.  
  2.1   An agency requesting grant funds under this section must submit 
  2.2   to the commissioner, with the request for funds, a plan for 
  2.3   providing services and a plan to evaluate the effectiveness of 
  2.4   the services provided. 
  2.5      Sec. 2.  [APPROPRIATION.] 
  2.6      $500,000 in fiscal year 2000, and $500,000 in fiscal year 
  2.7   2001, are appropriated from the general fund to the commissioner 
  2.8   of health for grants under section 1.  None of the appropriation 
  2.9   may be used by the commissioner for administrative costs.  The 
  2.10  appropriation shall be added to the base level funding for the 
  2.11  2002-2003 biennium.
