A bill for an act
relating to property; prohibiting state agencies and political subdivisions from
implementing certain Agenda 21 policies supported by the United Nations;
proposing coding for new law in Minnesota Statutes, chapter 15.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The purpose of this section is to prevent the state, state
agencies, and all political subdivisions from implementing policies set by United Nations
Agenda 21.

As used in this section, "political subdivision" means a county,
home rule charter or statutory city, town, school district, or public corporation.

No state agency or political
subdivision may adopt or implement policy recommendations that deliberately or
inadvertently infringe or restrict private property rights without due process, as may be
required by policy recommendations originating in or traceable to Agenda 21, adopted
by the 1992 United Nations Conference on Environment and Development, or any other
international law or ancillary plan of action that contravenes the Constitution of the United
States or the Minnesota Constitution.

No state agency
or political subdivision may enter into any agreement, expend any sum of money, or
receive funds, contract services, or give financial aid to or from any nongovernmental or
intergovernmental organization as defined in Agenda 21 to be used to implement policies
set by Agenda 21.
