  1.1                          A bill for an act
  1.2             relating to education; changing the composition of 
  1.3             administrators; amending Minnesota Statutes 1994, 
  1.4             section 136E.04, subdivision 2; proposing coding for 
  1.5             new law in Minnesota Statutes, chapter 135A. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [135A.062] [ADMINISTRATIVE ROTATION PLAN.] 
  1.8      It is the intent of the legislature to eliminate costly 
  1.9   administrative positions while promoting faculty governance.  To 
  1.10  this end, the higher education board, in consultation with 
  1.11  faculty representatives, shall develop and implement a plan to 
  1.12  use a rotation system by which senior faculty assume all system 
  1.13  administrative positions at or above the level of vice 
  1.14  chancellor, and all campus administrative positions at or above 
  1.15  the level of vice president.  The board of regents of the 
  1.16  University of Minnesota is requested to develop and implement a 
  1.17  similar plan, in conjunction with the faculty senate, for 
  1.18  positions at or above vice president in the university system, 
  1.19  at or above vice chancellor on the coordinate campuses, and at 
  1.20  or above the associate provost level at the Twin Cities campus. 
  1.21     Sec. 2.  Minnesota Statutes 1994, section 136E.04, 
  1.22  subdivision 2, is amended to read: 
  1.23     Subd. 2.  [PERSONNEL.] The board shall appoint all 
  1.24  presidents, teachers, and other necessary 
  1.25  employees.  Appointment of senior level system and campus 
  2.1   personnel must be in accordance with the plan developed under 
  2.2   section 135A.062.  Salaries and benefits of employees must be 
  2.3   determined according to chapters 43A and 179A.
