  1.1                          A bill for an act 
  1.2             relating to housing; appropriating money for the St. 
  1.3             Louis Park Meadowbrook Collaborative Housing Project. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATIONS.] 
  1.6      $75,000 in fiscal year 1998 and $75,000 in fiscal year 1999 
  1.7   are appropriated from the general fund to the commissioner of 
  1.8   children, families, and learning for a grant to the St. Louis 
  1.9   Park Meadowbrook Collaborative Housing Project to enhance youth 
  1.10  outreach services and to provide educational and recreational 
  1.11  programming for youth at risk through the development of formal 
  1.12  after school programming and weekend youth activities.  The 
  1.13  collaborative shall include a cross-section of public and 
  1.14  private sector community representatives to develop services to 
  1.15  address specific community and social needs of children and 
  1.16  youth. 
  1.17     These funds shall also be made available to assist in 
  1.18  staffing and program development for the Meadowbrook Youth 
  1.19  Center.  The center shall focus on reducing truancy, developing 
  1.20  assets for at-risk youth, developing programs for structured 
  1.21  time thus minimizing opportunities for adverse activities, and 
  1.22  mentoring with adults. 
  1.23     $25,000 of the amount available in 1998 is available on the 
  1.24  day following final enactment of this section on a nonmatch 
  2.1   basis to the collaborative to develop at-risk youth programs.  
  2.2   The remainder is only available on a 50 percent matching grant 
  2.3   basis.
