  1.1                          A bill for an act 
  1.2             relating to agriculture; establishing a pilot dairy 
  1.3             education and technology transfer program; requiring a 
  1.4             nonpublic match; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION; DAIRY EDUCATION AND TECHNOLOGY 
  1.7   TRANSFER PROGRAM.] 
  1.8      $912,000 is appropriated from the general fund as provided 
  1.9   in paragraphs (a) to (c) for the purpose of a pilot dairy 
  1.10  education and technology transfer program to provide educational 
  1.11  programs and new technologies directly to dairy farmers and to 
  1.12  develop an educational prototype for teaching new agricultural 
  1.13  technologies for use in other agricultural sectors.  The 
  1.14  appropriation for each activity in this section must be matched 
  1.15  at the rate of one dollar of nonpublic money for each four 
  1.16  dollars appropriated.  Except as provided in paragraph (c), 
  1.17  clause (1), the appropriations are available until June 30, 1996.
  1.18     (a) $56,000 is appropriated to the commissioner of 
  1.19  agriculture to establish and implement a statewide pilot program 
  1.20  to encourage and assist new entrants into the dairy industry.  A 
  1.21  project field director shall be assigned to provide assistance 
  1.22  and perform as an information clearinghouse to parties 
  1.23  interested in entering the dairy business. 
  1.24     (b) $304,000 is appropriated to the commissioner of 
  1.25  agriculture to develop a new technologies dairy farm management 
  2.1   program in consultation with the commissioner of the pollution 
  2.2   control agency, the commissioner of health, and the University 
  2.3   of Minnesota.  This appropriation is to be allocated as follows: 
  2.4      (1) $76,000 for nutrient cycling, including manure and 
  2.5   water management, recycled material utilization, and feed 
  2.6   systems; 
  2.7      (2) $76,000 for animal performance and health enhancement, 
  2.8   including food safety, reproductive performance, and youngstock; 
  2.9      (3) $76,000 for livestock and equipment facilities, 
  2.10  including housing systems, land and site selection, and waste 
  2.11  management systems; and 
  2.12     (4) $76,000 for dairy farm management, including business 
  2.13  planning and structures and personnel management computer 
  2.14  applications. 
  2.15     (c) $552,000 is appropriated to the state board of 
  2.16  technical colleges in the following amounts for the following 
  2.17  purposes: 
  2.18     (1) $432,000 is available to establish a one-on-one 
  2.19  delivery system to provide new technologies to practicing 
  2.20  farmers in order to enhance the productive potential and 
  2.21  financial management of dairy farms in this state.  A dairy 
  2.22  specialist coordinator shall be assigned to coordinate the 
  2.23  program.  $216,000 of this appropriation is available until June 
  2.24  30, 1996, and $216,000 is available until June 30, 1997.  The 
  2.25  state board of technical colleges shall cooperate with farm 
  2.26  business management instructors, county extension educators, 
  2.27  dairy specialists, and dairy industry partners to deliver the 
  2.28  informational and technological services; and 
  2.29     (2) $120,000 is available to develop module video 
  2.30  curriculum, including learning units, resources, and references 
  2.31  on transitional and technological advances in the dairy industry 
  2.32  for distribution to dairy farmers and others in the field.
