  1.1                          A bill for an act
  1.2             relating to child care; establishing a start-up 
  1.3             project; appropriating money. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [CHILD CARE RESOURCE AND REFERRAL START-UP 
  1.6   PROJECT.] 
  1.7      A start-up project is established for the regional child 
  1.8   care resource and referral programs under Minnesota Statutes, 
  1.9   section 119B.18.  Each regional resource and referral program 
  1.10  shall develop and provide a program to assist in identifying and 
  1.11  providing new child care arrangements for parents.  Under this 
  1.12  project, a resource and referral program may: 
  1.13     (1) recruit child care providers with an emphasis on 
  1.14  identifying providers for nontraditional times, infant and 
  1.15  toddler care, and care for children with special needs; 
  1.16     (2) provide technical assistance and training for 
  1.17  prospective and new child care providers; 
  1.18     (3) maintain a database of current child care providers; 
  1.19     (4) establish an easy-to-use, on-line child care referral 
  1.20  service for parents; 
  1.21     (5) establish and expand contacts with businesses to build 
  1.22  child care capacity; 
  1.23     (6) provide incentives to new and expanding child care 
  1.24  providers; 
  2.1      (7) provide services to meet the increased demand for 
  2.2   referral services and consultations; and 
  2.3      (8) conduct ongoing research into the supply and demand for 
  2.4   child care services.  
  2.5      Sec. 2.  [APPROPRIATIONS.] 
  2.6      $6,800,000 is appropriated for fiscal year 1998 and 
  2.7   $6,800,000 is appropriated for fiscal year 1999 from the general 
  2.8   fund to the department of children, families, and learning for 
  2.9   the resource and referral networks under Minnesota Statutes, 
  2.10  section 119B.18, for the project in section 1.  Any balance in 
  2.11  the first year does not cancel but is available in the second 
  2.12  year. 
  2.13     Of these amounts, up to $7,700,000 may be used for 
  2.14  recruitment, training, and technical assistance for prospective 
  2.15  and new child care providers, and up to $2,800,000 may be used 
  2.16  for initiatives that are necessary to respond to the anticipated 
  2.17  increased demands for child care services, including data base 
  2.18  maintenance and research.
