A bill for an act
relating to economic development; appropriating money for a grant to the East
Side Area Business Association.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $100,000 in fiscal year 2014 is appropriated from the general fund to the
commissioner of employment and economic development for a grant to the St. Paul
East Side Area Business Association (ESABA). Grant money may be used to develop
and support a business assessment recommendation for business growth in St. Paul's east
side, with a distinct focus towards small businesses and minority-owned businesses. The
business assessment must be used to identify critical resources, systems, and facilities
required for business growth and continuity of existing businesses. The ESABA shall
report its findings to the legislative committees with jurisdiction over the Department of
Employment and Economic Development by January 15, 2014.
