  1.1                          A bill for an act 
  1.2             relating to natural resources; appropriating money and 
  1.3             authorizing bonds for Lake Superior safe harbors. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [LAKE SUPERIOR SAFE HARBORS.] 
  1.6      Subdivision 1.  [APPROPRIATION.] $3,500,000 is appropriated 
  1.7   from the bond proceeds fund to the commissioner of natural 
  1.8   resources for capital improvements to Lake Superior safe 
  1.9   harbors.  $1,000,000 is to complete construction of the public 
  1.10  access at McQuade Road in cooperation with the U.S. Army Corps 
  1.11  of Engineers and the joint powers board made up of the city of 
  1.12  Duluth, St. Louis County, the town of Duluth, and the town of 
  1.13  Lakewood.  $2,500,000 is for the purchase and development of 
  1.14  improvements, and for harbor improvements at the Knife River 
  1.15  safe harbor. 
  1.16     Subd. 2.  [BOND SALE.] To provide the money appropriated in 
  1.17  this act from the bond proceeds fund, the commissioner of 
  1.18  finance shall sell and issue bonds of the state in an amount up 
  1.19  to $3,500,000 in the manner, upon the terms, and with the effect 
  1.20  prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, 
  1.21  and by the Minnesota Constitution, article XI, sections 4 to 7. 
  1.22     Sec. 2.  [EFFECTIVE DATE.] 
  1.23     Section 1 is effective the day after its final enactment.
