  1.1                          A bill for an act 
  1.2             relating to game and fish; requiring a request for a 
  1.3             waiver exempting minors from game and fish license 
  1.4             Social Security number requirement; amending Minnesota 
  1.5             Statutes 2003 Supplement, section 97A.482. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2003 Supplement, section 
  1.8   97A.482, is amended to read: 
  1.9      97A.482 [LICENSE APPLICATIONS; COLLECTION OF SOCIAL 
  1.10  SECURITY NUMBERS.] 
  1.11     (a) All applicants for individual noncommercial game and 
  1.12  fish licenses under this chapter and chapters 97B and 97C must 
  1.13  include the applicant's social security number on the license 
  1.14  application.  If an applicant does not have a Social Security 
  1.15  number, the applicant must certify that the applicant does not 
  1.16  have a Social Security number. 
  1.17     (b) The Social Security numbers collected by the 
  1.18  commissioner on game and fish license applications are private 
  1.19  data under section 13.49, subdivision 1, and must be provided by 
  1.20  the commissioner to the commissioner of human services for child 
  1.21  support enforcement purposes.  Title IV-D of the Social Security 
  1.22  Act, United States Code, title 42, section 666(a)(13), requires 
  1.23  the collection of Social Security numbers on game and fish 
  1.24  license applications for child support enforcement purposes. 
  1.25     (c) The commissioners of human services and natural 
  2.1   resources shall request a waiver from the secretary of health 
  2.2   and human services to exclude any applicant under the age of 16 
  2.3   from the requirement under this section to provide the 
  2.4   applicant's Social Security number.  If such a waiver is 
  2.5   granted, this section will be so amended effective January 1, 
  2.6   2005, or upon the effective date of the waiver, whichever is 
  2.7   later.
