  1.1                          A bill for an act 
  1.2             relating to crime prevention; establishing a grant 
  1.3             program to promote, recruit, and train young people to 
  1.4             be caregivers to at-risk youth; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [KID CARE PILOT PROJECT GRANT PROGRAM.] 
  1.7      Subdivision 1.  [GRANT PROGRAM ESTABLISHED.] The 
  1.8   commissioner of economic security shall administer a two-year 
  1.9   pilot project grant program to improve the provision of 
  1.10  instruction in child care services to at-risk youth.  The 
  1.11  commissioner shall award grants to local units of a 
  1.12  congressionally chartered national private nonprofit 
  1.13  humanitarian organization that provides relief to victims of 
  1.14  disasters and helps people prevent, prepare for, and respond to 
  1.15  emergencies.  At least one of the pilot program sites must be 
  1.16  located in the seven-county metropolitan area and at least one 
  1.17  must be located outside the seven-county metropolitan area.  
  1.18     Subd. 2.  [GRANT PROGRAM DESCRIBED.] Grant recipients shall 
  1.19  recruit and coordinate the efforts of community-based 
  1.20  organizations to promote, recruit, and train young people who 
  1.21  are caring for youths at risk of injury, death, criminal or 
  1.22  antisocial behavior, or other harm due to a lack of proper 
  1.23  supervision and care.  Grant recipients shall train the staffs 
  1.24  of these organizations so that they, in turn, may train child 
  1.25  care providers.  In addition to issues related to proper child 
  2.1   care, the training provided to providers must emphasize core 
  2.2   life skills.  
  2.3      Subd. 3.  [REQUIRED REPORT.] By January 15, 2002, the 
  2.4   commissioner shall report to the chairs and ranking minority 
  2.5   members of the senate and house of representatives committees or 
  2.6   divisions having jurisdiction over criminal justice funding on 
  2.7   grants awarded under this section. 
  2.8      Sec. 2.  [APPROPRIATION.] 
  2.9      $....... is appropriated for the fiscal year ending June 
  2.10  30, 2000, and $....... is appropriated for the fiscal year 
  2.11  ending June 30, 2001, from the general fund to the commissioner 
  2.12  of economic security to make the grants described in section 1.  
  2.13  Of these appropriations, the commissioner may use a reasonable 
  2.14  amount to administer the program.
