  1.1                          A bill for an act
  1.2             relating to community development; appropriating money 
  1.3             for a project in the city of St. Paul; providing for a 
  1.4             comprehensive planning process. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CITATION.] 
  1.7      This act is the Great Northern Corridor Community 
  1.8   Development Act. 
  1.9      Sec. 2.  [ARMORY.] 
  1.10     $....... is appropriated from the general fund in fiscal 
  1.11  year 1998 to the department of military affairs for payments the 
  1.12  department will make under an agreement in which the department 
  1.13  will lease a new armory in the Frogtown/North End area of the 
  1.14  city of St. Paul from a nonstate entity that will construct the 
  1.15  armory with the proceeds of bonds issued by a unit of local 
  1.16  government.  Any unencumbered balances from Laws 1996, chapter 
  1.17  463, section 15, subdivision 4, do not cancel and may be used 
  1.18  for this purpose. 
  1.19     Sec. 3.  [PLANNING; COORDINATION.] 
  1.20     (a) Planning councils in the Frogtown and North End areas 
  1.21  of the city of St. Paul shall coordinate comprehensive planning, 
  1.22  including the community visioning process for the Dale Street 
  1.23  Shops/Maxson Steel sites and other community-based planning 
  1.24  processes, for development and coordination of the projects and 
  1.25  expenditures authorized in section 2 pertaining to the Frogtown 
  2.1   and North End areas of St. Paul. 
  2.2      (b) A committee is created to review projects for which 
  2.3   funds are appropriated under section 2 for consistency with the 
  2.4   comprehensive plan developed under paragraph (a).  This 
  2.5   committee shall consist of one representative appointed by each 
  2.6   of the following entities:  the city of St. Paul, the St. Paul 
  2.7   Port Authority, the county of Ramsey, the Minnesota department 
  2.8   of transportation, the Minnesota department of trade and 
  2.9   economic development, the St. Paul trades and labor assembly, 
  2.10  the metropolitan council; and the following representatives 
  2.11  appointed by planning councils in the Frogtown and North End 
  2.12  areas of St. Paul:  one business representative from Frogtown, 
  2.13  one business representative from the North End, one Frogtown 
  2.14  representative from the Dale Street Shops/Maxson Steel community 
  2.15  process, one North End representative from the Dale Street 
  2.16  Shops/Maxson Steel community process, and two representatives 
  2.17  each from the Frogtown and North End planning councils. 
  2.18     (c) Planning councils in the Como Park and Midway areas of 
  2.19  St. Paul, including district 12, shall be included in an 
  2.20  advisory capacity and shall be consulted with in the process 
  2.21  established in paragraphs (a) and (b) for the projects planned 
  2.22  and implemented that directly affect the geographic areas in 
  2.23  those planning council districts. 
  2.24     (d) Money appropriated on or after the effective date of 
  2.25  section 2 for projects authorized or described in section 2 is 
  2.26  only available upon review and determination by the committee 
  2.27  described in paragraph (b) that the uses proposed are consistent 
  2.28  with comprehensive planning developed and coordinated under 
  2.29  paragraph (a).
