  1.1                          A bill for an act 
  1.2             relating to education; establishing an adult basic 
  1.3             education program for adults with disabilities; 
  1.4             appropriating money; amending Minnesota Statutes 1996, 
  1.5             sections 124.26, by adding a subdivision; and 
  1.6             124.2601, by adding a subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1996, section 124.26, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 1d.  [ADULTS WITH DISABILITIES.] An adult basic 
  1.11  education program may provide special instruction and services 
  1.12  to adults according to subdivision 1b who have a significant 
  1.13  impairment that limits or restricts a major life activity such 
  1.14  as hearing, seeing, speaking, walking, caring for oneself, 
  1.15  learning, working, or performing manual tasks, as determined by 
  1.16  the commissioner.  The program must be approved by the 
  1.17  commissioner according to the criteria set forth in subdivision 
  1.18  1c.  Adults who qualify for this program must have the ability 
  1.19  to make substantial progress toward their stated academic goals 
  1.20  in reading, writing, mathematics, and communications, as 
  1.21  determined by the commissioner. 
  1.22     Sec. 2.  Minnesota Statutes 1996, section 124.2601, is 
  1.23  amended by adding a subdivision to read: 
  1.24     Subd. 8.  [ADULTS WITH DISABILITIES AID.] Adult basic 
  1.25  education aid for adults with disabilities programs established 
  1.26  under section 124.26, subdivision 1d, equals $225 for each 
  2.1   eligible participant enrolled for a minimum of 12 hours. 
  2.2      Sec. 3.  [APPROPRIATION.] 
  2.3      Subdivision 1.  [DEPARTMENT OF CHILDREN, FAMILIES, AND 
  2.4   LEARNING.] The sums indicated in this section are appropriated 
  2.5   from the general fund to the department of children, families, 
  2.6   and learning for the fiscal years designated. 
  2.7      Subd. 2.  [ADULTS WITH DISABILITIES BASIC EDUCATION.] For 
  2.8   adults with disabilities basic education under section 1: 
  2.9        $850,500     .....     1998 
  2.10       $945,000     .....     1999 
  2.11     The 1998 appropriation is $850,500.  The 1999 appropriation 
  2.12  includes $94,500 for 1998 and $850,500 for 1999.  Of these 
  2.13  amounts, $45,000 each year must be used for staff training.
