  1.1                          A bill for an act 
  1.2             relating to human services; requiring case management 
  1.3             services for mental illness to be reimbursed at the 
  1.4             same rate as case management services for mental 
  1.5             retardation; amending Minnesota Statutes 1996, section 
  1.6             256B.0625, subdivision 20. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1996, section 256B.0625, 
  1.9   subdivision 20, is amended to read: 
  1.10     Subd. 20.  [MENTAL ILLNESS CASE MANAGEMENT.] (a) To the 
  1.11  extent authorized by rule of the state agency, medical 
  1.12  assistance covers case management services to persons with 
  1.13  serious and persistent mental illness or subject to federal 
  1.14  approval, children with severe emotional disturbance.  Entities 
  1.15  meeting program standards set out in rules governing family 
  1.16  community support services as defined in section 245.4871, 
  1.17  subdivision 17, are eligible for medical assistance 
  1.18  reimbursement for case management services for children with 
  1.19  severe emotional disturbance when these services meet the 
  1.20  program standards in Minnesota Rules, parts 9520.0900 to 
  1.21  9520.0926 and 9505.0322, excluding subpart 6. 
  1.22     (b) In counties where fewer than 50 percent of children 
  1.23  estimated to be eligible under medical assistance to receive 
  1.24  case management services for children with severe emotional 
  1.25  disturbance actually receive these services in state fiscal year 
  1.26  1995, community mental health centers serving those counties, 
  2.1   entities meeting program standards in Minnesota Rules, parts 
  2.2   9520.0570 to 9520.0870, and other entities authorized by the 
  2.3   commissioner are eligible for medical assistance reimbursement 
  2.4   for case management services for children with severe emotional 
  2.5   disturbance when these services meet the program standards in 
  2.6   Minnesota Rules, parts 9520.0900 to 9520.0926 and 9505.0322, 
  2.7   excluding subpart 6. 
  2.8      (c) Reimbursement for mental health case management 
  2.9   services for adults shall be at the same rate of reimbursement 
  2.10  for developmental disability case management services.
