1.1 A bill for an act 1.2 relating to firearms; authorizing city councils and 1.3 county boards to prohibit carrying firearms in a city 1.4 hall, courthouse, or a city or county meeting; 1.5 providing penalties; proposing coding for new law in 1.6 Minnesota Statutes, chapter 624. 1.7 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.8 Section 1. [624.7146] [CARRYING PISTOLS UNDER THE 1.9 AUTHORITY OF A PERMIT; OFF LIMITS IN CITY HALLS, COURTHOUSES, 1.10 AND PUBLIC MEETINGS.] 1.11 (a) Notwithstanding sections 471.633; 609.66, subdivision 1.12 1g, paragraph (b), clause (2); 624.714, subdivision 23; and 1.13 624.717, a city council or county board may prohibit persons 1.14 authorized to carry firearms in a public place under section 1.15 624.714 from doing so in a city hall, courthouse, or city or 1.16 county meeting. The city council or county board may exempt 1.17 security guards from the prohibition. 1.18 (b) A person authorized to carry a pistol under section 1.19 624.714 is nevertheless not permitted to carry or possess a 1.20 firearm at a city hall, courthouse, or city or county meeting if 1.21 the city council or county board orders that firearms are not 1.22 allowed in the building or at the meeting. 1.23 (c) A person who violates paragraph (b) is guilty of a 1.24 gross misdemeanor. 1.25 (d) As used in this section, "city hall" means a building 1.26 where a city council regularly meets to conduct official city 2.1 business and is clearly designated as a city hall. 2.2 (e) As used in this section, "meeting" means a meeting 2.3 required to be open to the public under chapter 13D. 2.4 [EFFECTIVE DATE.] This section is effective May 28, 2003, 2.5 and applies to crimes committed on or after that date.
