1.1 A bill for an act 1.2 relating to firearms; authorizing city councils to 1.3 prohibit carrying firearms in a city hall or city 1.4 meeting; providing penalties; proposing coding for new 1.5 law in Minnesota Statutes, chapter 624. 1.6 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.7 Section 1. [624.7146] [CARRYING PISTOLS UNDER THE 1.8 AUTHORITY OF A PERMIT; OFF LIMITS IN CITY HALLS AND CITY 1.9 MEETINGS.] 1.10 (a) Notwithstanding sections 471.633; 624.714, subdivision 1.11 23; and 624.717, a city council may prohibit persons authorized 1.12 to carry firearms in a public place under section 624.714 from 1.13 doing so in a city hall or any city meeting. The city council 1.14 may exempt security guards from the prohibition. 1.15 (b) A person authorized to carry a pistol under section 1.16 624.714 is nevertheless not permitted to carry or possess a 1.17 firearm at a city hall or city meeting if the city council 1.18 orders that firearms are not allowed in the building or at the 1.19 meeting. 1.20 (c) A person who violates paragraph (b) is guilty of a 1.21 gross misdemeanor. 1.22 (d) As used in this section, "city hall" means a building 1.23 where a city council regularly meets to conduct official city 1.24 business and is clearly designated as a city hall. 1.25 (e) As used in this section, "meeting" means a meeting 2.1 required to be open to the public under chapter 13D. 2.2 [EFFECTIVE DATE.] This section is effective May 28, 2003.
