  1.1                          A bill for an act 
  1.2             relating to workers' compensation; changing the 
  1.3             standard for timeliness of payment; amending Minnesota 
  1.4             Statutes 2002, section 176.221, subdivision 8. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 2002, section 176.221, 
  1.7   subdivision 8, is amended to read: 
  1.8      Subd. 8.  [METHOD AND TIMELINESS OF PAYMENT.] Payment of 
  1.9   compensation under this chapter shall be by immediately payable 
  1.10  negotiable instrument, or if by any other method, arrangements 
  1.11  shall be available to provide for the immediate negotiability of 
  1.12  the payment instrument.  
  1.13     All payment of compensation shall be made received by the 
  1.14  employee within 14 days of the filing of an appropriate order by 
  1.15  the division or a compensation judge, unless the order is 
  1.16  appealed or if a different time period is provided by this 
  1.17  chapter.  If payment is not received by the employee within 14 
  1.18  days, the employer or insurer shall be subject to appropriate 
  1.19  penalties unless the employer or insurer establishes that it 
  1.20  acted in good faith to send payment so that it would be received 
  1.21  by the employee within 14 days.
