  1.1                          A bill for an act 
  1.2             relating to governmental operations; appropriating 
  1.3             money for local government planning assistance. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [LOCAL PLANNING ASSISTANCE APPROPRIATION.] 
  1.6      (a) $600,000 is appropriated from the general fund to the 
  1.7   commissioner of administration for the fiscal year ending June 
  1.8   30, 2005. 
  1.9      (b) This appropriation is for grants of $50,000 each to 
  1.10  regional development commissions or, in regions not served by 
  1.11  regional development commissions, to regional organizations 
  1.12  selected by the commissioner, to support planning work on behalf 
  1.13  of local units of government. 
  1.14     (c) The planning work described in paragraph (b) must 
  1.15  include at least one of the numbered items in this paragraph: 
  1.16     (1) development of local zoning ordinances; 
  1.17     (2) land use plans; 
  1.18     (3) community or economic development plans; 
  1.19     (4) transportation and transit plans; 
  1.20     (5) solid waste management plans; 
  1.21     (6) wastewater management plans; 
  1.22     (7) workforce development plans; 
  1.23     (8) housing development plans and market analyses; 
  1.24     (9) rural health service and senior nutrition plans; 
  2.1      (10) natural resources management plans; or 
  2.2      (11) development of a geographical information systems 
  2.3   database to serve a region's needs, including hardware and 
  2.4   software purchases and related labor costs. 
  2.5      (d) State grant funds must be matched on a 
  2.6   dollar-for-dollar basis by nonstate funds.
