  1.1                          A bill for an act 
  1.2             appropriating money for Landfall housing and 
  1.3             redevelopment. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [PURPOSE, FINDINGS.] 
  1.6      The legislature finds that: 
  1.7      (1) providing a sufficient supply of adequate, safe, and 
  1.8   sanitary dwellings and remedying the shortage of housing for low-
  1.9   and moderate-income residents are necessary functions of 
  1.10  government in order to protect the public health, safety, and 
  1.11  general welfare of the citizens of this state; 
  1.12     (2) obtaining and securing affordable housing in the 
  1.13  metropolitan area and providing a mix of housing opportunities 
  1.14  for low- and moderate-income persons promotes and secures these 
  1.15  public purposes; 
  1.16     (3) encouraging homeownership opportunities for low- and 
  1.17  moderate-income persons in the metropolitan area, by reasonable 
  1.18  means and with cooperation of state and local government, will 
  1.19  contribute to a stronger tax base upon which the state and its 
  1.20  political subdivisions depend for the financing of other 
  1.21  governmental functions and attract and secure additional 
  1.22  employment; 
  1.23     (4) the city of Landfall has vigorously promoted its 
  1.24  policies of providing low- and moderate-income housing, and 
  2.1   state assistance to the city for the purposes of purchasing the 
  2.2   real property where the low- and moderate-income housing is 
  2.3   sited, in order to secure and retain housing for low- and 
  2.4   moderate-income persons, would further the aforementioned public 
  2.5   purposes and enhance the ability of Washington county to secure 
  2.6   and obtain low- and moderate-income housing in other areas of 
  2.7   the county; and 
  2.8      (5) it is therefore necessary for the public health, 
  2.9   safety, and general welfare for the state to assist in the 
  2.10  financing of low- and moderate-income homeownership in the city 
  2.11  of Landfall by authorizing financing and other reasonable 
  2.12  arrangements as may be necessary to accomplish that purpose. 
  2.13     Sec. 2.  [APPROPRIATION.] 
  2.14     $....... is appropriated to the city of Landfall or its 
  2.15  housing and redevelopment authority from the general fund for 
  2.16  purchase of the portion of real property in the city owned by 
  2.17  the Washington county housing and redevelopment authority.  This 
  2.18  appropriation may not be made until the city of Landfall and the 
  2.19  Washington county housing and redevelopment authority provide 
  2.20  agreements satisfactory to the commissioner of revenue for 
  2.21  contributions for the purposes of the purchase in the amounts of 
  2.22  $....... from the city of Landfall and $....... from the 
  2.23  Washington county housing and redevelopment authority.  The 
  2.24  appropriation is available for the biennium ending June 30, 1997.
