  1.1                          A bill for an act
  1.2             relating to local government; authorizing home rule 
  1.3             charters to provide for recall and removal of 
  1.4             officers; amending Minnesota Statutes 1996, section 
  1.5             410.20. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 410.20, is 
  1.8   amended to read: 
  1.9      410.20 [RECALL AND REMOVAL OF OFFICERS; ORDINANCES.] 
  1.10     Such commission may also provide for the recall of any 
  1.11  elective municipal officer and for removal of the officer by 
  1.12  with or without a vote of the electors of such city, and may 
  1.13  also provide for submitting ordinances to the council by 
  1.14  petition of the electors of such city and for the repeal of 
  1.15  ordinances in like manner by vote of the electors of such city; 
  1.16  and may also provide that no ordinance passed by the council, 
  1.17  except an emergency ordinance, shall take effect within a 
  1.18  certain time after its passage, and that if, during such time, a 
  1.19  petition be made by a certain percentage of the electors of the 
  1.20  city protesting against the passage of such ordinance until the 
  1.21  same be voted on at an election held for such purpose, and then 
  1.22  such ordinance to take effect or not as determined by such vote. 
  1.23     Sec. 2.  [EFFECTIVE DATE.] 
  1.24     Section 1 is effective the day following final enactment.
