A bill for an act
relating to metropolitan government; providing for the
elimination of the Metropolitan Airports Commission;
requiring the Department of Transportation to propose
a process for assumption of the commission's
responsibilities.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin All responsibilities of the Metropolitan Airports
Commission shall be transferred to the Department of
Transportation effective July 1, 2006.

Sec. 2. new text begin COMMISSIONER OF TRANSPORTATION STUDY;
RECOMMENDATIONS.

new text begin The commissioner of transportation shall study the steps
necessary to incorporate the responsibilities of the
Metropolitan Airports Commission into the Department of
Transportation and propose a process for the orderly transfer of
responsibilities. The commissioner shall submit a report of the
study to the legislature no later than January 20, 2006. The
study and report must include the commissioner's recommendations
with respect to:

new text begin (1) the appropriate method for transfer of employees from
the commission to the department;

new text begin (2) the bonding authority needed by the department for
ongoing airport improvements;
new text end

new text begin (3) a means of transferring current Metropolitan Airports
Commission bond obligations or providing for the ongoing payment
of the obligations;

new text begin (4) the need for, and recommended composition of, an
aviation advisory council; and

new text begin (5) any additional recommendations to further the
objectives of an orderly transfer of responsibilities without an
adverse impact on aviation in the state of Minnesota.
