  1.1                          A bill for an act 
  1.2             relating to motor vehicles; providing for special 
  1.3             license plate stickers for members of veteran service 
  1.4             organizations; proposing coding for new law in 
  1.5             Minnesota Statutes, chapter 168. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [168.1235] [VETERANS SERVICE ORGANIZATIONS; 
  1.8   SPECIAL LICENSE PLATE STICKERS.] 
  1.9      Subdivision 1.  [GENERAL REQUIREMENTS; FEES.] (a) On 
  1.10  payment of a fee of $10 for each set of two license plates, or 
  1.11  for a single plate in the case of a motorcycle plate, payment of 
  1.12  the registration tax required by law, and compliance with other 
  1.13  laws relating to the registration and licensing of a passenger 
  1.14  automobile, pickup truck, van, self-propelled recreational 
  1.15  equipment, or motorcycle, as applicable, the registrar shall 
  1.16  issue a special license plate sticker for each plate to an 
  1.17  applicant who is a member of a congressionally chartered 
  1.18  veterans service organization and is an owner or joint owner of 
  1.19  a passenger automobile, pickup truck, van, self-propelled 
  1.20  recreational equipment, or motorcycle. 
  1.21     (b) The additional fee of $10 is payable at the time of 
  1.22  initial application for the special license plate stickers and 
  1.23  when the license plates must be replaced or renewed.  An 
  1.24  applicant must not be issued more than two sets of special 
  1.25  license plate stickers for vehicles listed in paragraph (a) and 
  2.1   owned or jointly owned by the applicant. 
  2.2      (c) The commissioner of veterans affairs shall determine 
  2.3   what documentation is required by each applicant to show that 
  2.4   the applicant is a member of a congressionally chartered 
  2.5   veterans service organization and is entitled to the special 
  2.6   license plate stickers. 
  2.7      Subd. 2.  [DESIGN.] (a) The commissioner of veterans 
  2.8   affairs, after consultation with each of the congressionally 
  2.9   chartered veterans service organizations, shall design the 
  2.10  special license plate stickers, subject to the approval of the 
  2.11  registrar.  The emblem, symbol, or other pictorial 
  2.12  representation on the sticker must be at least as large as the 
  2.13  letters and numerals on the plate and the registrar shall allow 
  2.14  for plates with spaces for the stickers in place of a numeral or 
  2.15  letter. 
  2.16     (b) The sticker may be combined with the special license 
  2.17  plates issued under section 168.123.  
  2.18     (c) Each congressionally chartered veterans service 
  2.19  organization must arrange for any applicable rules of the 
  2.20  national organization to be changed or copyrights to be released 
  2.21  before the commissioner may issue special license plate stickers 
  2.22  to members of any particular service organization under this 
  2.23  section. 
  2.24     Subd. 3.  [NUMBER ESTIMATED.] The commissioner of veterans 
  2.25  affairs shall estimate the number of special plate stickers that 
  2.26  will be required and submit the estimate to the registrar.  
  2.27     Subd. 4.  [PLATE TRANSFERS.] Notwithstanding section 168.12 
  2.28  or other law to the contrary, on payment of a fee of $5, the 
  2.29  special plate stickers issued under subdivision 1, may be 
  2.30  transferred to other license plates on a passenger automobile, 
  2.31  pickup truck, van, motorcycle, or self-propelled recreational 
  2.32  equipment owned or jointly owned by the person to whom the 
  2.33  stickers were issued.  
  2.34     Subd. 5.  [FEES CREDITED.] Fees collected under this 
  2.35  section must be paid into the state treasury and credited to the 
  2.36  highway user tax distribution fund.
