  1.1                          A bill for an act 
  1.2             relating to education; appropriating money for an 
  1.3             African American fine arts center. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [AFRICAN AMERICAN FINE ARTS CENTER.] 
  1.6      $....... is appropriated in fiscal year 2002 from the 
  1.7   general fund to the commissioner of children, families, and 
  1.8   learning for a grant to the council on Black Minnesotans to plan 
  1.9   an African American fine arts center that provides kindergarten 
  1.10  through post-secondary education in dance, music, and art from 
  1.11  the perspective of African American culture.  The plan must 
  1.12  include a stage and rooms available for performances by public 
  1.13  and nonpublic, nonprofit and for profit organizations.  The plan 
  1.14  must also require the center to work with other cultural and 
  1.15  educational institutions and the broader arts community.  The 
  1.16  council on Black Minnesotans must consult with the department of 
  1.17  children, families, and learning and post-secondary institutions 
  1.18  to develop the plan.  This appropriation is available until June 
  1.19  30, 2003.
