A bill for an act
relating to data practices; modifying provisions related to legislative and budget
proposal data; amending Minnesota Statutes 2012, section 13.605, subdivision 1.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2012, section 13.605, subdivision 1, is amended to read:

(a) Definition. As used
in this section, "state administration" means the governor's office, the Department of
Management and Budget, and any state agency that is under the direct control of the
governor.

or introduced in bill formnew text end , supporting data, including agency requests, are public data.
Supporting data do not include preliminary drafts. The state deleted text begin administrationdeleted text end new text begin agency new text end may
disclose any of the data deleted text begin within the state administration and to the publicdeleted text end new text begin to another agency
or to the publicnew text end at any time if disclosure would aid the deleted text begin administrationdeleted text end new text begin agencynew text end in considering
and preparing its proposals.new text begin Unless the data are related to a legislative or budget proposal
under consideration at a current or reasonably anticipated special session of the legislature,
preliminary drafts created during the prior 12 months become public on July 1 of each year.
