A bill for an act
relating to human services; requiring a request for proposals process to develop
community-based residential services.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin REQUIRING A REQUEST FOR PROPOSALS PROCESS TO
DEVELOP COMMUNITY-BASED MENTAL HEALTH RESIDENTIAL
SERVICES FOR PATIENTS DISCHARGED FROM ANOKA REGIONAL
TREATMENT CENTER.

new text begin The commissioner of human services shall solicit a request for proposals (RFP) to
metropolitan counties by October 2009, to develop community-based residential services
for patients discharged from the Anoka Regional Treatment Center. The community-based
residential services must be provided in facilities with 16 or fewer beds, and must provide
the appropriate level of care for the patients being admitted to the facilities. Currently,
approximately 75 percent of the patients at the Anoka Regional Treatment Center do not
need inpatient level of care. The number of new beds solicited under this request for
proposals must be equal to approximately 75 percent of the existing number of clients at
the Anoka Regional Treatment Center. The patients must be discharged from the Anoka
Regional Treatment Center and transferred to the facilities established under this section
by March 1, 2010, and the resulting empty beds at Anoka Regional Treatment Center must
be closed. The individuals working in the community-based residential services facilities
under this section are state employees, however, the employees are not supervised by nor
report to the commissioner of human services, but are supervised by and report to the
counties that operate the community-based residential services.
