  1.1                          A bill for an act 
  1.2             relating to postsecondary education; providing 
  1.3             penalties for students convicted of rioting; proposing 
  1.4             coding for new law in Minnesota Statutes 2002, chapter 
  1.5             135A. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [135A.157] [PENALTIES FOR RIOTING.] 
  1.8      If a student enrolled in a postsecondary institution is 
  1.9   convicted of damage to property or violence to persons in 
  1.10  connection with a riot, the student is not eligible for a state 
  1.11  grant award under section 136A.121 after conviction and must pay 
  1.12  the highest applicable tuition rate, including the nonresident 
  1.13  tuition rate, to attend a public postsecondary institution in 
  1.14  any subsequent enrollment periods.  In addition, a public 
  1.15  postsecondary system may not count a student convicted of damage 
  1.16  to property or violence to persons in conjunction with a riot 
  1.17  for the purpose of state aid under section 135A.031, subdivision 
  1.18  2. 
  1.19     Sec. 2.  [EFFECTIVE DATE.] 
  1.20     Section 1 is effective the day following final enactment.
