  1.1                          A bill for an act
  1.2             relating to traffic regulations; directing the 
  1.3             commissioner of transportation to establish a bicycle 
  1.4             lane on marked interstate highway No. 90; prescribing 
  1.5             operating rules for bicycles on a bicycle lane of an 
  1.6             interstate highway; requiring a report; amending 
  1.7             Minnesota Statutes 1994, section 169.222, by adding a 
  1.8             subdivision. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 1994, section 169.222, is 
  1.11  amended by adding a subdivision to read: 
  1.12     Subd. 4a.  [OPERATION ON BICYCLE LANE ON INTERSTATE 
  1.13  HIGHWAY.] From June 1, 1995, to October 30, 1998, a person may 
  1.14  operate a bicycle on a bicycle lane established on an interstate 
  1.15  highway if (1) the person is age 16 or over, (2) the operation 
  1.16  is between sunrise and sunset, and (3) the person wears a 
  1.17  protective bicycle helmet of a type that complies with standards 
  1.18  adopted by the commissioner of public safety, or that meets the 
  1.19  American National Standard for Protective Headgear for 
  1.20  Bicyclists, ANSI Z90.4-1984, approved by the American National 
  1.21  Standards Institute, Inc. 
  1.22     Sec. 2.  [BICYCLE LANE ON INTERSTATE HIGHWAY.] 
  1.23     Subdivision 1.  [BICYCLE LANE ESTABLISHED.] The 
  1.24  commissioner of transportation shall at the earliest feasible 
  1.25  time, but not later than April 1, 1996, establish, mark, and 
  1.26  post signs for one or more bicycle lanes on marked interstate 
  1.27  highway No. 90 from the Wisconsin boundary to the South Dakota 
  2.1   boundary.  The signs posted must display the restriction on 
  2.2   bicycle operations in section 1. 
  2.3      Subd. 2.  [STUDY.] The commissioner shall study and 
  2.4   evaluate safety considerations related to bicycle use on bicycle 
  2.5   lanes on the right-of-way of interstate and other controlled 
  2.6   access highways.  The study must include: 
  2.7      (1) the safety experience on the bicycle lanes established 
  2.8   under subdivision 1; 
  2.9      (2) recommended changes, if any, in operating restrictions 
  2.10  on bicycle lanes on interstate highways; and 
  2.11     (3) construction techniques that separate bicycles on a 
  2.12  paved shoulder from motor vehicles on the roadway.  
  2.13     The commissioner shall report to the legislature on the 
  2.14  results of the study by February 1, 1998. 
  2.15     Sec. 3.  [EFFECTIVE DATE.] 
  2.16     Sections 1 and 2 are effective the day following final 
  2.17  enactment.
