A bill for an act
relating to education; clarifying advanced placement and international
baccalaureate program requirements; appropriating money; amending Minnesota
Statutes 2014, section 120B.13, subdivisions 1, 4.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2014, section 120B.13, subdivision 1, is amended to read:


Subdivision 1.

Program structure; training programs for teachers.

advanced placement and international baccalaureate programs are well established
academic and career-related programs for grades pre-K to 12 students. These programs,
in addition to providing academic rigor, offer sound curricular design, accountability,
comprehensive external assessment, feedback to students and teachers, and the
opportunity for students to compete academically on a global level. Advanced placement
and international baccalaureate programs allow students to leave high school with the
academic skills and self-confidence to succeed in college and beyond. The advanced
placement and international baccalaureate programs help provide Minnesota students with
world-class workforce educational preparation.

new text begin (b) new text end Critical to schools' educational success is ongoing advanced placement and
international baccalaureate-approved teacher training. A deleted text begin secondarydeleted text end teacher assigned
by a district to teach an advanced placement or international baccalaureate course or
deleted text begin other interested educatordeleted text end new text begin programnew text end may participate in a training program offered by The
College Board or International Baccalaureate deleted text begin North America, Incdeleted text end new text begin Organizationnew text end . The state
may pay a portion of the tuition, room, board, and out-of-state travel costs a teacher or
other interested educator incurs in participating in a training program. The commissioner
shall determine application procedures and deadlines, select teachers and other interested
educators to participate in the training program, and determine the payment process and
amount of the subsidy. The procedures determined by the commissioner shall, to the
extent possible, ensure that advanced placement and international baccalaureate courses
new text begin and programs new text end become available in all parts of the state and that a variety of course
offerings new text begin and programs new text end are available in school districts. This subdivision does not prevent
teacher or other interested educator participation in training programs offered by The
College Board or International Baccalaureate deleted text begin North America, Inc.deleted text end new text begin Organizationnew text end , when
tuition is paid by a source other than the state.

Sec. 2.

Minnesota Statutes 2014, section 120B.13, subdivision 4, is amended to read:


Subd. 4.

Rigorous course taking information; AP, IB, and PSEO.

The
commissioner shall submit the following information on rigorous course taking to the
education committees of the legislature each year by February 1:

(1) the number of pupils new text begin and alternative pupils new text end enrolled in postsecondary enrollment
options under section 124D.09, including concurrent enrollment, advanced placement, and
international baccalaureate courses in each school districtnew text begin or nonpublic schoolnew text end ;

(2) the number of teachers in each district new text begin and nonpublic school new text end attending training
programs offered by the college board, International Baccalaureate deleted text begin North America, Inc.deleted text end new text begin
Organization
new text end , or Minnesota concurrent enrollment programs;

(3) the number of teachers in each districtnew text begin and nonpublic schoolnew text end participating in
support programs;

(4) recent trends in the field of postsecondary enrollment options under section
124D.09, including concurrent enrollment, advanced placement, and international
baccalaureate programs;

(5) expenditures for each category in this section and under sections 124D.09 and
124D.091; and

(6) other recommendations for the state program or the postsecondary enrollment
options under section 124D.09, including concurrent enrollment.

Sec. 3. new text begin ADVANCED PLACEMENT AND INTERNATIONAL
BACCALAUREATE EXAMINATION FEES; TEACHER TRAINING AND
SUPPORT PROGRAMS; APPROPRIATION.

new text begin (a) The following sums in the designated years are appropriated from the general
fund to the commissioner of education for students' advanced placement and international
baccalaureate examination fees under Minnesota Statutes, section 120B.13, subdivision
3, and the training and related costs for teachers and other interested educators under
Minnesota Statutes, section 120B.13, subdivision 1:

new text begin (b) The advanced placement program shall receive 60 percent of the appropriation
each year and the international baccalaureate program shall receive 40 percent of
the appropriation each year. The Department of Education, in consultation with
representatives of the advanced placement and international baccalaureate programs
selected by the Advanced Placement Advisory Council and the Minnesota Association of
IB World Schools, respectively, shall determine the amounts of the expenditures each year
for examination fees and training and support programs for each program.

new text begin (c) Notwithstanding Minnesota Statutes, section 120B.13, subdivision 1, at least
$2,000,000 each year is for teachers to attend training programs and follow-up support
workshops approved by the advanced placement or international baccalaureate programs.

new text begin (d) The commissioner shall pay all public and nonpublic examination fees for all
students of low-income families under Minnesota Statutes, section 120B.13, subdivision
3, and to the extent of available appropriations shall also pay part or all of the examination
fees for other students sitting for an advanced placement examination, international
baccalaureate examination, or both.
