  1.1                          A bill for an act 
  1.2             relating to public finance; requiring the sale of 
  1.3             surplus state property.  
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [SALE OF STATE LAND.] 
  1.6      Subdivision 1.  [STATE LAND SALES.] The commissioner of 
  1.7   administration shall coordinate with the head of each department 
  1.8   or agency having control of state-owned land to identify and 
  1.9   sell at least $5,000,000 of surplus state-owned land.  Sales 
  1.10  should be completed according to law and as provided in this 
  1.11  section as soon as practicable but no later than June 30, 2005.  
  1.12  Notwithstanding Minnesota Statutes, sections 94.09 and 94.10, or 
  1.13  any other law to the contrary, the commissioner may offer land 
  1.14  for public sale without providing notice of surplus lands or an 
  1.15  offer of sale of surplus lands to state departments or agencies, 
  1.16  the University of Minnesota, cities, counties, towns, school 
  1.17  districts, or other public entities. 
  1.18     Subd. 2.  [ANTICIPATED SAVINGS.] Notwithstanding Minnesota 
  1.19  Statutes, section 94.16, subdivision 3, the amount of the 
  1.20  proceeds from the sale of land under this section that exceeds 
  1.21  the actual expenses of selling the land must be deposited in the 
  1.22  general fund.  If the total of all money deposited into the 
  1.23  general fund from the proceeds of the sale of land under this 
  1.24  section is anticipated to be less than $5,000,000, the governor 
  2.1   must allocate the amount of the difference as reductions to 
  2.2   general fund expenditures for the department of administration 
  2.3   for the biennium ending June 30, 2005. 
  2.4      Subd. 3.  [LAND SALES FOR CONSIDERATION.] The commissioners 
  2.5   of administration and natural resources must examine the option 
  2.6   of selling approximately 13,000 acres designated as 
  2.7   "unclassified" on the inventory of state-owned land under Laws 
  2.8   2002, chapter 393, section 36, as well as other land identified 
  2.9   by responding agencies as not having a future anticipated public 
  2.10  use.
